That’s not a valid comparison. FFXIII didn’t have a stable structure, which is why Business Division 2 had to help Business Division 1 with developing FFXIII and put off FFXV in the meantime. This mainly happened because Square Enix wasn’t used to HD development at the time. Also Square Enix learned since FFXIII-2 how to have a more effective development process.
In direct contrast Business Division 1 already has FFVIIR in an acceptable state while Business Division 2 is free to work on a major project. They were even retitled to being Luminous Productions and it’s already been stated that they were working on a new AAA title alongside FFXV. Now that FFXV is finished they can focus their entire attention to this new project, which will most likely be FFXVI.
FFVIIR is going to be a massive project that’ll take a decade to complete. I don’t expect Square Enix to wait that long for the next numbered mainline entry.

FFXV, KH3 and FFVIIR were all worked on by different teams within Square Enix. It doesn’t take resources away from each other to work on them all at once. Not only that but Square Enix also works on other major products in other series as well like with DQXI.
This has been a practice ever since FFVIII when that title, FFIX, FFX, & FFXI were made concurrently.
Stop living under a rock. Do you believe that every publisher only develops one major title at a time?
