More important than words/claims that can be very subjective if the context is left vague enough, are the actions these companies do, that are much more indicative of what you can count on.
Sony with the likes of SpiderMan Miles Morales shows consumers how you can do an amazing “launch title” that takes full advantage of PS5 capabilities and innovations and showcases a unique quality not possible on PS4. So there is no broken promise because it was never promised to be a PS5 only title to begin with. Sony promised was to keep investing in AAA development and exclusives, and they showcased that. The PS4 version will be based on the original PS4 engine of the original game which is still pretty recent and modern.
Microsoft with the likes of Halo Infinite shows how you can do a mediocre game that fails to showcase the advantages and innovations of the new XSX, to the point of almost destroying a beloved franchise and so MS themselves have no other choice but to delay the game and miss the launch window. As a consequence, all of what MS said about Halo and XSX became broken promises.
That said, launch titles and first generation titles are just the beginning. Again Sony already showed more what you can expect with PS5 in the near future with the likes of the new Ratchet and Clank, GT7, which are by far much more impressive than anything MS showed so far for the XSX.
