I believe the main issue with releasing on Xbox is that the increase in sales will likely not be significant. Square Enix (SE) had the chance to foster a community on the platform during the Xbox/360 era, but their efforts were minimal and worsened during the Xbox One generation. This situation is not dissimilar to the PC, where SE titles, in general, also don’t sell well. The culprit here is the poor treatment of the platform, with late ports, broken ports and literally exclusive to one store ports preventing a larger community from growing.
Square Enix is perhaps the most bizarre large gaming company in terms of strategy that we currently have. And I believe they will eventually be gobbled up by someone else if they continue at this pace.
