The Shrine is an outer room in the game, which means you don’t have access to it at the start. Instead, you must first open the Garage Door so you can unlock the West Gate Path.
From this point onward, you should be able to draft outer rooms via the shed just past the wooden bridge. However, because randomization does apply, the Shrine won’t always appear as an option.
