Not exactly on Xbox one you have to cater for the lowest common denominator and that’s the 2013 VCR model which actually has a slightly worse CPU than the s revision that came later.
It’s arguably the weakest console of that generation and there was a few architecture choices that really held the base Xbox back including dedicating large amounts of ram to the systems os vs how streamlined the PS4 was setup with shared memory and the Xbox using a 32mb esram that complicated development and the biggest elephant in the room the PS4 features a flat out better GPU than the Xbox one.
It’s why most performance comparisons would show a higher resolution and more consistent performance on PS4 than X one the only exception being when the Devs targeted a lower resolution and gained more consistent fps on the xone.
Launch titles show this quite strongly with most games being 1080p on PS4 while they were 900p on xone the divide only worsened as the generation went on.
