Since the Premium Edition retails for $100, the physical collectibles normally cost an additional $90. With Amazon’s deal–if you’re eligible–you’re only paying $61.50 for the collectibles. The promotion only applies to the PC edition of the game, which includes a Steam key.
The Xbox Series X|S Collector’s Edition, which also includes PC access via the Windows Store, is only available to purchase at high prices from resellers on Amazon. Over at Walmart, however, you can you can get the Xbox version for $200.43. This price is a bit odd considering your order is shipped and sold by Walmart, not a reseller.
