Hardly… you could just get a cheap old laptop or old micro HTPC that would work much better because the software available is going to be better supported and it won’t even need any tools. You can even use linux if you don’t want to pay for Windows.
Heck if you want a modded non-pc you could easily just get an old android device and root it in 5 mins which would also have better software support be portable with a screen and will already support HDMI in most cases.
