Actually not the same. Microsoft can freely remove titles from this and it will remove access to the game unlike GWG where it would remain in your library as long as you were subscribed (or resubscribed) if you claimed it. Currently most are first party, the few that aren’t as well as future titles of a similar nature would fall into this category.
Having said that, how they are handling past games remaining in your library use great.
