Because this game was targeted for PlayStation players to establish familiarity with the series especially E day before well E day.
PC players have had access to the game since 2007ish with the PC port and then again with the first remaster.
This second remaster is on one new key platform PlayStation to expose players who have somehow gone 20 years without it.
